If you already have a Steam account, this is decided for you: buy for the country in your account details. If you're setting up fresh, here's the trade-off.
South Africa
Prices in rands are often lower than the dollar price of the same game. Wallet codes are easy to find, and the region is well supported.
United States
The biggest catalogue and the most sales, but usually the highest prices.
The rule
Your Steam country follows the payment methods you use, so pick the one you can actually pay with and stay there. Mixing countries leads to a wallet you can't spend.
